FOR NORTH CAROLINA LICENSEES
To reciprocate your license from North Carolina to another state, contact the state to which you are transferring for all the information on reciprocating your license. On your behalf, the North Carolina state board will send a letter of certification to the state board of your choice. To request a certification, you may LOGIN using your license number and social security number or you may download and mail in the paper REQUEST FORM. Certification requests will be processed within 2 weeks from the date of receipt. It is not possible to expedite the processing of a certification.
LICENSURE BY ENDORSEMENT TO NORTH CAROLINA
There are three types of licensure by endorsement in North Carolina:
1) From another state.
2) From another country
3) For individuals who have graduated school, but are not yet licensed.
**Determine which type you qualify for by reading ALL of the information below.
NOTE: The timeframe for the application process will vary depending on when all required documents are received. Approval is not guaranteed. In the event that you are not approved for endorsement, you will receive written notification with an explanation of our decision.
Licensure by Endorsement from Another State
To be eligible for a North Carolina license you must:
- Hold a current cosmetologist, manicurist, esthetician, and/or teacher license in the United States.
- Have taken a state board approved or national examination, in the United States, to obtain your license OR held your license for more than one year.
- Be in good standing with no disciplinary action against your license.
To apply:
Contact the state board through which you are currently licensed and request a letter of certification be mailed directly to:

If the certification is mailed to the applicant, then he/she must forward the sealed, unopened letter to the above address. A certification arriving already opened by the licensee will NOT be accepted. Faxed certifications are also not accepted.
The certification letter must include the following:
- Name of licensee
- Current address of licensee
- Expiration date of license
- Sanctions of other disciplinary actions
- Verification of a passed state board approved or national exam OR proof the license has been held for more than one year.
- If the certification includes a current mailing address, then once it is received, the applicant will be contacted through the mail with information regarding the next step in the process. If there is no mailing address, then it is the responsibility of the applicant to verify that the certification has been received. To verify the status of your certification, send an email to jsharpe@nccosmeticarts.com; include your name, the state you are transferring from, and the type of license you currently hold.
- Once you have received confirmation that you have been approved for a North Carolina license, you may complete the process by using either the online RECIPROCITY APPLICATION or downloading and mailing in the paper APPLICATION.
NOTE:
- The application and all required documents and fees must be received beforeyour license expires in the state you are transferring from. You will not be eligible to work in North Carolina until you have received a North Carolina license.
- Endorsement applicants are NOT eligible for temporary work permits.
- If you have held your license for less than one year and took the exams in a state other than the state where you are currently licensed, then you will also need to request a letter of certification from the state in which your exam was taken.
- If you have a North Carolina license that expired less than five years from the date of application, then you are NOT eligible for reciprocity. Contact the renewal department for information on license renewal.
LICENSURE BY ENDORSEMENT: FOREIGN-LICENSED APPLICANT
On July 17, 2007 the board amended the policy on reciprocity for foreign licensed individuals. Effective immediately, all international applicants seeking license reciprocity will be required to pass the written and practical examination prior to licensing. Any individual who is licensed to practice cosmetic arts in another country is eligible to apply for the examination through reciprocity. To qualify for the exam you must gather the following documents:
1. Original documents that show school training
(i.e. diplomas, transcripts, etc).
2. An evaluation of the school documents.
a. Evaluations must be done by a licensed credentialing agency. Credentialing agencies are separate entities that are not regulated by our board; You need to contact the agency to find out what applications and fees are required to obtain an evaluation.
b. You can send the Evaluation Requirements Memo with your school documents if the company needs information on what we require.

3. Proof of licensure from your country. If
your country does not issue a separate license then complete the license form
below:
4. Proof of at least two (2) years of work experience.
a.
Must show the dates for the period that you worked.
b. Must be notarized in
your county.
c. Work experience that occurred before you completed school
will not be accepted.
d. You only need to use the work affidavit if you do
not have a letter from the salon where you worked.

5. Translations of any documents that are not originally in English.
a. Translations must be done by an official translator.
b. Translations must be
done on the letterhead of the company that the translator works for.

A copy of your social security card or tax payer id card.
After you have gathered all of the documents listed above

Once the documents are received, they will be processed accordingly and an exam application will be mailed to you if you meet the requirements. If you do not meet the requirements for the examination, you will receive a letter explaining the Board's decision. Out of country transfer applicants are not eligible for temporary work permits.
GRADUATED BUT NOT YET
LICENSED APPLICANTS
If you have just graduated from a school in
another state and would like a NC license, you may either obtain the
license in your state and come to NC through licensure endorsement as described
above under LICENSURE FROM ENDORSEMENT FROM ANOTHER STATE APPLICANT
or you may apply for approval to take the NC exam.

State Board will send you an exam application if you meet our requirement hours
and curriculum.
Please note:

Transcripts
will not be accepted in place of the transcript form. If your school does not
complete the entire form you might not be approved for the examination in NC.

No credit shall be approved by the Board if five years
or more have elapsed from the date a person enrolled in a cosmetic art school
unless the person completed the required number of hours and filed an
application to take an examination administered by the Board.

An applicant who has graduated but is not yet licensed will be eligible for a temporary work permit if the graduation date is within 3 months of the transfer request date. Temporary permits are only valid for 6 months from the date of graduation.
